WITNESSES OBSERVED THE ACFT FLYING 35-40 FT OVER THE OCEAN MAKING BANKS, CLIMBS & DIVES. JUST PRIOR TO CRASHING THE ACFT WAS SEEN TO BE IN A VERY STEEP CLIMB.
