BOTH NORMAL AND EMERGENCY LANDING GEAR SYSTEMS FAILED DURINGTHE LANDING APCH. THE GEAR MOTOR CUTOUT SWITCH WAS STRUCK ANTHE EMERGENCY INSTRUCTION PLATE IN THE COCKPIT WAS INSTALLED BACKWARDS. THE PILOT STATES THAT HE HAD TRIED TURNING THE HANDLE IN BOTH DIRECTIONS.
