ACCORDING TO THE PLT, THE ENG LOST POWER AFTER TAKEOFF AS THE ACFT WAS CLIMBING THRU ABOUT 400 TO 500 FT AGL. HE ATTEMPTED TO LAND STRAIGHT AHEAD ON THE REMAINING RWY. HOWEVER, HE WAS UNABLE TO STOP ON THE RWY. THE ACFT CONTINUED OFF THE END OF THE RWY, WENT THRU A FENCE, CAME TO REST ON A HIGHWAY & WAS DESTROYED BY IMPACT & FIRE. NO PRE-ACCIDENT PART FAILURE OR MALFUNCTION WAS FOUND. A CHECK OF THE PLT'S BLOOD SHOWED AN ALCOHOL LEVEL OF 0.182% (182.2 MG/DL).
