THE PLT STATED THAT AS THE BALLOON TOUCHED DOWN, HE LOST HIS FOOTING & HIS LEFT ANKLE SLIPPED INTO THE CORNER OF THE GONDALA. HE SUFFERED A FRACTURED, DISLOCATED ANKLE.
