THE ACFT FLOATED HALF WAY DOWN THE RWY AT ABOUT 10 FT AGL DURING A NO FLAP LANDING. AT MID POINT OF THE RWY THE STUDENT PLT LOWERED FULL FLAPS AND THE ACFT BEGAN A SERIES OF BOUNCING TOUCHDOWNS AS IT BEGAN TO RUN OUT OF RWY. AT THE OVERRUN END OF THE RWY THE CFI TOOK CONTROL AND ADDED FULL POWER WITH NOSE UP AND FLAPS STILL FULL DWN. THE ACFT TAIL TIE DOWN RING HOOKED THE FENCE TOP AND THE ACFT NOSED DWN INTO CONTACT WITH A WALL AND A MAINTENANCE BLDG.
