PILOT ATTEMPTED TO LAND HIS WHEEL EQUIPPED AIRCRAFT ON FROZEN LAKE WITH WATER OVERFLOW AND 12 TO 18 INCHES SNOW. ACFT BROKE THROUGH TOP LAYER OF THIN ICE AND NOSED OVER UPON TOUCHDOWN.
