INADEQUATE PREFLIGHT PLANNING/PREPARATION BY THE PILOT WHICH RESULTED IN FUEL EXHAUSTION. THE WEATHER CONDITIONS, THE PILOT'S DELAY IN DIVERTING TO AN ALTERNATE AIRPORT, AND THE LIGHT POLE WERE CONTRIBUTING FACTORS.
