THE PILOT'S ATTEMPTED TAKEOFF WITH ONE TIE-DOWN STRAP STILL ATTACHED TO THE HELICOPTER WHICH RESULTED FROM AN INADEQUATEPREFLIGHT INSPECTION OF THE AIRCRAFT.
