THE PILOT OF THE HELICOPTER WAS EXECUTING A QUICK STOP IN A DOWNWIND CONDITION. AS HE INCREASED COLLECTIVE PITCH CONTROL, THE ROTOR RPM BLED DOWN. THE PILOT STATED THAT HE INCREASED COLLECTIVE PITCH TO INCREASE RPM AND THE AIRCRAFT CRASHED.
